About Jonay
Jonay Holkins is the Founder and CEO of Trendline Strategies, a consulting firm that helps businesses navigate the intersection of law, policy, and business to achieve growth, manage risk, and expand opportunity. With more than 15 years of experience across government, the private sector, and nonprofits, she is recognized as a trusted strategist and principled advisor to senior leaders and executive teams.
Before founding Trendline Strategies, Jonay served as Senior Director of Policy & Corporate Initiatives at the Business Roundtable, where she worked with Fortune 500 companies to strengthen workforce development. She led initiatives on skills-based hiring, second chance employment, and partnerships with Historically Black Colleges and Universities, building coalitions that advanced business performance while expanding economic opportunity.
Her career also spans all three branches of the federal government. In the legislative branch, she served as Counsel to a senior member on the House Judiciary Committee. In the executive branch, she contributed to high-profile matters within the White House Counsel's Office and the Presidential Personnel Office during the Obama Administration. In the judicial branch, she began her legal career as a clerk for the Chief Judge of the U.S. District Court for the District of Arizona.
After clerking, she was a senior litigation associate at a Washington, D.C. law firm, representing clients nationwide on constitutional and administrative law, federal contracts and grants, and the False Claims Act.
Jonay holds a B.A. in Public Health Studies from Johns Hopkins University and a J.D. from the University of Arizona. She is widely regarded as a strategist, innovator, and legal designer committed to advancing responsible business practices and driving lasting impact.
